To the editor:
South Hadley will have an election on Tuesday, Jan. 19. I encourage voters to support Frank DeToma and Bruce MacCullagh for the South Hadley Selectboard.

Frank DeToma is a retired Mount Holyoke College professor of biology who has already served South Hadley in several capacities. He has done good work for the town, helping to secure a large grant that will improve South Hadley Falls. Frank is a District 2 Water Commissioner. For many years, he has been an active member of the South Hadley Lions Club, which serves our town well.

Bruce MacCullagh has lived in South Hadley since 2002. He is a computer programmer who belongs to the Association of Advancement Services Professionals. For the past four years, Bruce was active in the South Hadley Music Parents Association and is an officer of the Amherst Railway Society. Bruce has served as treasurer for the Litchfield (Conn.) North Association of Churches, and is now on the Leadership Development Commission of the Massachusetts Conference of the United Church of Christ.

Frank and Bruce are open-minded and thoughtful citizens and I hope that South Hadley voters will join me in voting for them Jan. 19.

Solar panels considered for South Hadley landfill

SOUTH HADLEY - Solar panels that would provide enough electricity for 16 homes would be situated at the town landfill if the state approves plans for a vertical expansion that would extend the life of the facility more than three years, Department of Public Works Superintendent James M. Reidy said last week.

Plans call for solar panels 28 feet tall and 480 feet long along the southern side of an earthen berm proposed as part of the project. Although the Board of Health and the state Department of Environmental Protection have approved the landfill site for an expansion, the state has yet to rule if it will allow the mechanically stabilized berm that would be part of the project.

A mechanically stabilized berm would allow the landfill operator, Interstate Waste Services, to increase the height of the disposal area by 18 feet as opposed to 14 feet if an earthen berm were used.

Mechanically stabilized berms are kept in place using L-shaped plastic mesh buckets filled with soil in steps to create shelves on which vegetation is grown. If the state approves the berm, it will be the largest mechanically stabilized berm in the state.

The state has yet to set the amount of the bond, or financial assurance mechanism, on the project. That would provide money for the town to use to make any repairs needed after the landfill closes.

Reidy said because an amount had not yet been set, town officials cannot make a good decision on whether to approve use of the berm. The town has until Feb. 23 to reject the proposal. Otherwise, approval is granted automatically.

Interstate Waste Services also seeks approvals to expand the landfill by about 21 feet.
